This technique is called panning. set your camera at f 1/15 to 1/40 at Aperture priority depending on the speed of the car. after you focus on the car, you follow or pan the movement and shoot and continue to pan. It takes a lot of practice and varying the Aperture to get the right shot...hope this helps
